Audit trail

Each member names two beneficiaries — a primary and a secondary. If something happens with the first beneficiary, the second may request benefits and communicate with Brossis on behalf of the member’s estate. This is separate from Governance Council seat representatives, who govern the circle’s rules.
The Governance Council has nine seats across three constituencies. Council representatives vote on operational policy, fee structures, assistance rules, and constitutional changes.
